so don't sell the united states of america short. don't sell the american people short just because this is an election year. they can tell when you're dealing straight with them or when you're playing politics. and right now there's no more time to play politics. in fact, i got a letter just yesterday from a west virginian. james in clarksburg, west virginia, talking about the summit. here's what he said -- i quote -- "it is time for responsible members of the senate to take to the floor and tell your fellow senators it is past time for us to take responsible action to address the fiscal crisis which is our responsibility to the people who sent us here." because it's just that. there is no excuse for delaying action until after the election. no excuse. to delay it just because of an election. madam president, james got it exactly right. there is no time to waste. look, i'm not naive. i understand that some of the choices we face are going to be hard for some of us to make. i know republicans don't want to talk about revenue. i know

the federal deficit went up $16,000 every second george allen was the united states senator. voted to raise the debt ceiling four times, voted to raise his own salary four times. now he's talking like a conservative, but his record shows he can't have another crack at it because his actions don't match his word. again, i think the right strategy is an aggregated examination of deductions rather than fighting issue-to-issue. you can have the amount or percentage vary by income or how the tax code is already. that's the most likely path to lead to success. >> we're out of time on that answer. >> can i have time to rebut? >> not according to your rules. i like more than less, but going on. >> governor allen, virginia voters are divided on whether they want the affordable care act to stay or go because it's not completely ruled out and because it's so complex. do you want to completely get rid of the law as a stands and start over on health care reform from strach or favor -- scratch or favor another method? >> i'll use the first part to rebut comments tim made. tim talked about

the president of the united states should be objecting to this kind of stuff. he should say no, you can't play that game. the majority leader, senator reid, should be saying no, that's a manipulation, the budget chairman, senator conrad, ought to say no, it violates the budget act. this isn't the way to do it. senator burr's alternative piece of legislation that would do much the same thing is an honest piece of legislation. it does not violate the budget act and it is not subject to a budget point of order. and this legislation could have been crafted that way, too. but being as, i guess, greedy as we are, rather than having to face up to a little bit of a difficulty of finding a few hundred million dollars, a couple of hundred million dollars out of 3,700,000,000,000 we'll spend next year, rather than trying to find 200 million out of 307 billion that we will spend, we would rather manipulate it this way. i've got to say, what did we mean in august a year ago when we said we were weather bug go cut spending by $2.1 trillion over ten years? was that just a jok

so this chart shows the explosion in spending on ads by 501(c) nonprofits since citizens united. we're looking at the last six election cycles as of the same date in the cycle, september 13, and you can see that between 2010 and the cycle, the spending reported by these groups has about tripled. election year and communication, those that run close to an election or close to a primary has decreased a bit and express advocacy has soared because the citizens united decision made it clear that these groups really don't have to dance around anymore directly advocating for or against a candidate. next slide. now, here we see how dramatically the increase in ad spending by 501(c) groups means a dramatically larger share of what we're seeing on tv comes from groups that don't disclose their donors, or in some cases disclose only partially. those are the two shades of blue that you see up here. on top. doesn't look so blue on that side of town slide -- slide. that includes issue ads. and this is money actually spe spent. so number one spender as you can see through mid-september, maybe n
